The Netherlands, a country that has long been at odds with the sea, is now facing a new challenge: how to keep pace with the relentless march of climate change. With a quarter of the country below sea level, the Dutch have built one of the world's most sophisticated water-defense systems, the Delta Works, to protect against rising seas and flooding. But as sea levels continue to rise and extreme weather becomes more frequent, experts warn that these systems will struggle to keep pace without significant upgrades.
The Delta Works, a 1,000-kilometer network of dams, dikes, levees, sluices, and pumps, has been a global model for modern infrastructure. But as Co Verdaas, commissioner for the national water defense program, puts it, 'We live in a bathtub and the bathtub will fill up.' The rapid pace of climate change means that the Delta Works, which was designed to last 50-100 years, may need to be replaced or significantly upgraded within that timeframe.
One of the key challenges is the increasing rate of sea-level rise. A report published in March 2026 found that current global coastal sea levels are around 1 foot higher than currently assumed, with some places reaching up to 3 feet higher. This means that the Delta Works, which was designed to hold back the sea, may not be enough to protect the country in the future.
The Maeslant Barrier, a storm surge gate in the southwest, is a prime example of the challenges facing the Dutch. Designed to close roughly once per decade, it was triggered to close automatically in 2023 due to high water levels caused by Storm Pia. If water levels continue to rise sharply, the barrier may have to be closed permanently, which would have a significant impact on the Port of Rotterdam, one of the world's largest ports.
The Dutch government is increasing its investment in water defense, with the Delta Fund allocating €1.9 billion in 2026. But Verdaas warns that this may not be enough, saying that the country needs to double its investment. The total program cost is projected at €38 billion for 2015-2050.
One of the key innovations being explored is nature-based solutions, which allow natural processes to work alongside technical innovations. For example, several projects are using natural tides and sediment to strengthen the coastline, allowing sand, mud, and silt to settle in targeted areas and raise the land over time. This helps protect shorelines while reducing the pressure on dikes and other hard infrastructure.
However, the threats are not limited to the sea. Rivers flowing through the country also pose challenges, especially as melting ice and heavy rainfall increase water levels. The Netherlands' Room for the River program allows floodplains to fill with water when high river levels are high, then safely drain when the water recedes. This helps reduce the impact of flooding while preserving the natural environment.
Despite these challenges, the Dutch are innovating to build urban water resilience. Rotterdam, for example, features green roofs that store water and cool buildings, and public spaces such as Water Square that double as water storage during heavy rainfall. The city is also experimenting with floating infrastructure, creating offices, farms, and homes that are resilient to rising sea levels.
In the end, the Dutch must come to terms with the fact that they cannot control the water. As Joep Verhagen, lead expert on water and urban resilience issues, puts it, 'Controlling nature gets harder and harder with climate change. So from controlling water, we moved towards living with water, accepting that we could not always control nature.' The Dutch must now cooperate with the water, finding innovative solutions that allow them to live with it rather than against it.
